Game cannot start (error message at startup)

Everytime I start the game, it displays an error message:

"the procedure entry point CreateFX could not be located in the dynamic link library arma 3.exe"

Launching through steam, launching the .exe alone, or from the launcher, does the same thing. Trying the development build also produces the same results.

googling the error didn't help me

Things I tried:
-reinstalling the game
-verifying the cache
-reinstalling directx11(dxsetup from the arma 3 folder itself, and from MS website)
-all the redistributables from the arma 3 folder are already installed as well
-compatibility modes and run as admin
-nobenchmark and a bunch of launch commands(and launcher settings)
-deleting arma 3.exe and redownloading it on steam
-deleting whole arma 3 and redownloading everything
-updating windows
-repair installing windows
-using sfc scannow
-putting arma on another hdd
-updating video drivers
-reinstall video drivers

It was working like 6 months ago, when I tried playing it again recently(I didn't play for a long time) this is the problem, and it's the only game that's been doing this, and I have lots of games... I've been trying to fix it for weeks now. {F25003} {F25004}

GPU: AMD Sapphire HD 7870 GHz Edition OC 2GB GDDR5

OS: 64-bit Windows 8.1 latest version

Arma 3 bought on Steam, no mods installed

i still can't play the game

Hi, pls try running the game with '-nosound' command line parameter. Also, try searching the windows directory for 'xapo*' and post the results here, you should probably see something like:

c:\Windows\System32\XAPOFX1_0.dll
c:\Windows\System32\XAPOFX1_1.dll
c:\Windows\System32\XAPOFX1_2.dll
c:\Windows\System32\XAPOFX1_3.dll
c:\Windows\System32\XAPOFX1_4.dll
c:\Windows\System32\XAPOFX1_5.dll

Hello, I've included a screenshot of what came up on my 'xapo*' search, and it included mostly the files you've mentioned. both set of files appear in both the system32 and the sysWOW64 folders

I tried running with the -nosound parameter and it still displays the same error message.

weird, after last nights windows update(or maybe arma's update, I don't notice updates on steam that much) it now displays a crash error
