Subscribed addons not appearing in the launcher list until after unsubscribing and resubscribing to them

Description

Basically, I have subscribed to a few addons through the steam workshop in the past, and the other day I subscribed to a few more. When I opened the arma 3 launcher, the list of addons was completely empty. It worked in the past and I had addons in that list that I'd subscribed to, and I'm not sure exactly when it stopped showing any addons there.

I have found that if I unsubscribe and then resubscribe to an addon in the workshop, it will appear in the launcher addon list, but *only* if I do so while the launcher is currently running. If I unsub->resub without the launcher being open, the addons do not appear in the launcher's addon list until I repeat the unsub->resub with the launcher open.

Steps To Reproduce
  1. Subscribe to a few addons in the steam workshop
  2. (a miracle occurs here, causing the launcher list to become empty -- not sure what causes this but I've heard of a few others having the same problem, I am assuming it's a bug)
  3. Unsubscribe and resubscribe to an addon that you are already subscribed to, but with the launcher closed
  4. Launcher launcher
  5. Observe addon did not appear in launcher list
  6. Unsub and resub to the same addon
  7. Observe that addon now appears in launcher list
Additional Information

I could probably wipe my subscription list and see if that resolves this problem, but as I think I have over 200 subscribed items this would be a pretty big pain, but I can provide other troubleshooting information and do any necessary troubleshooting/isolation tests if it would help in diagnosing and/or fixing this.

Is there some sort of local cache of the steam-subscribed workshop items that I could clear that would be restored so I wouldn't have to remove all my subscriptions? I tried searching around for a workshop troubleshooting guide but couldn't find one unfortunately.

We did some work on making the items appear more reliably on subscribe from within our applications, but in the end, this is up to Steam to provide the list to launcher.
