Type 'this allowFleeing 0' (maximum cowardice) in a unit's init box. The unit will not flee, not even under fire.

It's true. I'm assuming the unit should start running away at 0?

As already pointed out

allowfleeing 0 - no fleeing
allowfleeing 1 - maximum fleeing
