Independent laser designator should spawn LaserTargetW instead of LaserTargetC

Description

This is ticket dedicated to proposal of small fix to current implementation of laser targeting, full problem is described here: #19536

The fix should simply have TGuerrila side spawn LaserTargetW instead of LaserTargetC currently, it should be a matter of changing one line of code but it will AT LEAST let Independent side use laser designator because currently they can't.
