This is simple:
The OPFOR VR suit takes more damages in comparison to BLUFOR or INDIE VR suit. Measured with .45 ammo, te OPFOR suit takes 2 bullets to the chest, INDIE and BLUFOR only one.

Steps To Reproduce

Place an OPFOR VR Soldier, BLUFOR VR soldier and an INDIE VR soldier. Take the 4-45 .45 pistole and count the bullets until the soldiers are dead.

This is true with all OPFOR. It's unreasonably hard to kill them.
