When in high prone position and you reload your weapon the AI will automatically revert to standard prone position, perform reload, and not go back to high prone.
As far as i remember before the last bootcamp update when in high prone the AI would reload just fine without any weird transition.
There is no reason why the character wouldnt be able to reload in high prone.
