Apparently you need net framework 4.5 to open the launcher.
I had to go into the file directory and run launcher.exe as admin to figure this out.
Once I had done so, it worked just fine.

Devs really need to test this kind of stuff before they put it out. I like how it is an option, and not intuitive where it was placed... must right click in the steam library to find.
