Steps To Reproduce
I've tried restarting my game several times. I have also tried verifying the integrity of the game files. Sill no luck. I haven't messed with anything else so far.

are you sure you have finished the first campaign episode (even the ending subtitles)?
If you are still experiencing trouble, I'd suggest to use cheat for unlocking the whole campaign and then revert it from the first mission of Adapt.
