Shooting Gun Freezes Game for 5 seconds

Description

Any time I shoot a gun, scoped in or not, my game freezes for about 5 seconds, then returns to normal. I can pause during the freeze, but exiting the pause menu returns to a freeze.

I've tried every video setting an Low and Ultra and both give the same effect.
