Although labeled as IR, the "Flare (IR)" flare round is not at all IR. It is a visible-spectrum, vaguely yellow flare. It also completely blinds IR goggles (because it is so bright).
Instead, it should not show up without thermal or night vision equipment, and be significantly dimmer, so that it can be seen by NV/FLIR but does not blind it completely.
