Planes reset flaps when turning engines on and block them when not moving

Description

Two issues are observed with planes (tested with Buzzard and Wipeout); place them on an airfield and:

  1. Put the flaps down, turn on the engine; flaps are reset to neutral
  1. Turn on the engine, try to put the flaps down before moving the plane

Steps To Reproduce
  • Open editor
  • Place an plane (e.g. Buzzard (CAS), AAF) with player as pilot
  • Make sure your thrust slider is down, not to engage the engine, before previewing
  • Preview the mission

Repro 1:

  • Put flaps all the way down for takeoff
  • Turn engine on
  • Observe flaps being reset to neutral position

Repro 2:

  • Turn engine on, do not move the plane
  • Try to activate the flaps using action menu "Flaps down"
  • Flaps are blocked until you accelerate the plane

I'll move the analogue thrust issue into a separate ticket, as the flaps issue is always reproducible.

The thrust issue is probably related to my earlier ticket #8544.
