Units are not affected by hostile fire when in water

Description

A non moving unit in water is unaffected by hostile primary and secondary weapon fire. Resulting in weird situations, when the hostile forces waste all of their amunition without being able to kill. However grenades does affect the swimming unit.

Reproduction:
Put unit into water, near the shore
Put enemy unit/s on the shore
Condition:
Unit in the water is not moving
Results:
Unit in water unaffected by hostile fire in most cases. Affected by grenades.

Additional Information

Happens in both Stable and DEV build.
