Add Ability to Set (New) Speed for ShotDeploy Submunition

Description

Currently a ShotDeploy Submunition is created at 0 velocity. It would enhance modding options considerably if there was an optional property like "submunitionSpeed" that be applied to the submunition just like "initSpeed" works for regular ammo.

So many possibilities! Top-attack ATGM's! Complex munitions! Etc!

Steps To Reproduce
  1. Create or use an existing ShotDeploy submunition.
  2. Fire it at something.
  3. Observe that it is perfectly stationary on impact (since the parent ammo obviously stopped before ShotDeploy occurred)
