"setWeaponReloadingTime" can only speed up reload and not slow down

Description

setWeaponReloadingTime takes reload time argument in range from 0 to 1 only, which corresponds to percentage of current reload speed. So you can only speed up reload. If i would want to slow down reload twice I would have needed to pass 2 as an argument, but it does not recognise anything over 1.

In short, add support for reloading time > 1.

Also this command has been broken, then tweaked recently. Before that it was possible to slow down reload (in alpha at least)
