Rather than playing with damage values and problematic bandages for the problem of fire rate. Arma 2's solution for fire rate should be used temporaley until it can be fixed in Arma 3.

And what exactly was the solution for Arma 2 for those who do not remember :)?

AFAIK the rate of fire was "simulated" by creating several bullets per frame (with dispersion), to in the end obtain an almost consistent rate of fire.
