Portable rangefinder item allows too powerful zoom

Currently the man portable rangefinder item provides a maximum magnification of 75x (with 1x being default soldier view). This is excessively powerful for a small hand held device.

They are currently the second most powerful optics in the game, behind the gunners view in mobile artillery. For reference, binoculars give 16x zoom, and the gunner in main battle tanks get about 27x maginfication (less than half the zoom of the man portable version).

Having looked around the net, the maximum magnification available in real world hand portable rangefinders is 7x, although this does not fairly compare 1:1 with Arma magnifications due to the relatively low visual acuity provided by current monitors (my calculations give 3.5x magnification in Arma is approximately equal to 20:20 visual acuity)

Steps To Reproduce
  1. Load demo mission attachment from #9173
  2. Preview mission. Mission reports current FOV and zoom/magnification.
  3. Teamswitch to 4th unit from the bottom of list (Alpha 4-1 1 Spotter).
  4. Use rangefinders. Switch to optics.
  5. Ensure both midpoints of vertical edges of screen are ground (look down).
  6. Zoom to maximum level. See reported FOV and zoom level.
  7. (Optional) Compare to maximum zoom in vehicles.

No change, still an issue in 1.45.130581

Actual rangefinder magnification has not changed, but it could be compared to naked eye zoomed view, making the rangefinder relative magnificaiton = 37.5x.

Magnification reported in UI is also not accurate or consistent with other scopes, see #23195

Quoting the last paragraph - "... Consider also that as magnification increases, hand-holdability decreases. The highest magnification that can be used without a mount is perhaps 15x, possibly as high as 20x for some. Beyond that, a mount of some kind will be required to obtain a usable view. So if hand-holdability AND high-magnification is desired, choose a good fixed-power binocular, such as a 15x70, or 20x80LW..."
