I purchased Arma 3 beta and played it with no problems at all on High settings with a steady frame rate of 35 - 40 FPS.
When Altis was released on the Dev version I switched and still had absolutely no problems at all... (Exactly the same settings and FPS).
Once the final version was released I immediately noticed the performance drop, however it was still more than playable.
I can play for about 10 minutes before the frames drop to between 1 and 5 FPS.
The game lags and stutters till it freezes, at which point I can't access the menu or any other functions within the game.

Steps To Reproduce
It seems to happen the quickest when covering a distance at speed (eg: Helicopter or vehicle). But it happens regardless of graphics settings. (lowest to highest makes no difference)

It doesn't matter whether its single player or multiplayer.
It keeps happening.
I've have tried all the fixes I can find in the forums.
Eg: max mem; core count; pre rendered frames, etc...
This is happening to a number of people within the Zulu-Alpha.co.za community.

I have the same issue. I was able to play Alpha and Beta with 20-40 FPS and sometimes higher.
Full version now with Altis and most servers I can only get 10 to 12 FPS. Often, especially when entering and exiting vehicles I drop to 1 to 3 FPS for 30 seconds or so. Most servers are unplayable for me with this FPS.
I should mention that some servers I get constant 15 to 20. I don't know what the differences are.
I have also tried changing my graphics settings, and from highest to lowest makes very little difference (a couple FPS). I have a good system with a GTX670 and ran Beta with all ultra etc. Should be able to so the same here.

Could you try the development version and let me know if it is the same or better?
Right click on Arma III in your Steam Library>Properties>Betas>development build
This version may not stable and it can contain more bugs, than Stable Arma 3 version.

I tried the development version and the FPS is much much better for me and a few other guys in the ZA community...
I could fly across the majority of Altis with very few minor issues for about 30 minutes before the same problem as mentioned above occurs.
Strangely it happens at any point on the island. It originally only happened when I would fly over a large town or when I reached 10 minutes of gameplay.
Something to be noted is that after running the game in windowed mode and monitoring my Ram resources, it seems that when it reaches 2.40gb used thats when the problem occurs.

I also did the development version tonight. In a short, 20 min or so test to see if I could reproduce the FPS drop I notice the following;(tested on a Dev branch Domination server)
My overall FPS got better (increased) slightly. At vehicle entry/exit, at 3rd person chopper view at speed while changing direction with 2.5km distance setting, driving, running in 3rd and 1st person. My FPS in these and etc conditions went from 1-5 FPS to about 8.
My general FPS went from around 15-20 up to averaging in the low 20's; 20 to 22'ish.
I don't think I can say that is actually an improvement based on the short time testing on a server that only had about 10 players at the time.
Just not getting any reasonable FPS in regular version and in this short test, not in Dev version either.
