  1. Access the Modules menu.
  2. In the dropdown menu select "Sites."
  3. Select the BLUFOR site option.
  4. No FIA.

not a bug, the independient FIA is hidden and they copypasted the faction and made it blufor

@Dr_Death, reread the ticket. The FIA units are now BLUFOR however they forgot to move FIA from INDFOR to BLUFOR for the site modules.

The module also doesn't spawn any FIA troops, even in military zones.

because FIA is blufor, it was done like that so they could put it against AAF
