Im not a fan of Steam and somewhat a noob to it but...

• right_click STEAM and ARMA3 / Properties / Compatibility = check RUN AS ADMIN

... I always run them as admin

• in STEAM LIBRARY / ARMA3 Properties = Verify integ of local cache, adjust your launch options

• or (last resort) or first for me is (also good for modding) =

... download PlayWithSIX from Play.WithSIX.com
... install/update and run AS ADMIN and report back with your results

... lastly just delete your MyDoc\ArmA3 folder (or CFG files inside) and restart A3

• this will recreate all the required startup files

and just for the heck of it also adjust the PW6 properties to include

• Run as Admin
• Include server mods ... the Steam Launcher is optional and well just don't bother with that (unchecked)

Please try use -nobenchmark command line option.
Right click on Arma III in your Steam Library>Properties>Set launch options

We need dxdiag and files from this folder for solve your problem. C:\Users\<Name>\AppData\Local\Arma 3\

@Astaroth There is no arma 3 folder, it has not made any since I cant actually open the game.

Can you try kill all unnecessary applications before start of Arma III?
Which antivirus do you use? Some antivirus software can block start of Arma 3, especially Zone Alarm...

Ok, I found some thing. I deleted all steam components to see if some thing was colliding with it, I now found some thing that might be of use, now when I try to start the game it says (title) arma3.exe - Unable To Locate Component
(disc) This application has failed to start because d3d11.dll was not found. Re-installing the application may fix this problem.
What should I do? Ive re-installed Arma3 about 5 times and it wont change.

I see in Dxdiag, that you have win XP. Win XP are not supported, because Arma 3 is DirectX 11 game.
