Loading Altis works fine, then degrades to 0FPS - 10FPS

Description

When testing the Altis map, I create a single rifleman as player and a single quadbike. Loading in, I get about a minute of 30FPS to 40FPS, then the performance degrades badly, to between 0FPS and 8FPS. Graphical glitches happen, my soldier disappears and after a couple of moments, the level of detail of items in the viewport goes to what appears to be absolute minimum.

Occasionally, it can be rescued by using the LSHIFT+NUMPAD- "flush" command, but generally this has no effect.

On other occasions it can be rescued by changing the textures from high to standard, but if it works, it can only be done once. Another occasional rescue operation is to change the display from fullscreen to fullscreen windowed. {F21750} {F21751} {F21752} {F21753}

Will also add this is not related to the 0fps issue.

Similar issues. I've been working hard on an MSO style mission for my DED Server which performs VERY well on Stratis (40+fps server-side) but I cant even init 20 IEDs on Altis without crashing or waiting 10min for the mission to load.

Ive also tested this server-side which loads quicker but then the server is stuck at 0-5 fps with the client stuck in his spawn-state (no interaction)

BOTH ARE 64-BIT SYSTEMS!
Rumor is the problem is fixed but I can vouch whatever was 32-bit related might have fixed 32-bit systems however the problem still exists on 64-bit.

Im posting a ticket about them upgrading to 64-bit and hope it gets votes tho Im sure one already exists
