The rooftop emergency ladder on the Altis Kavala Hospital climb up/climb down appears to be reversed. When approaching the ladder from the roof the "climb up" arrow appears and when you open the action menu it says "climb ladder up"...if you hold the climb up key (w) it climbs you down the ladder to the 2nd story roof above the entrance. If you stand on that level and approach the ladder to climb to the roof the action menu says "climb ladder down" and if you hold the back/down key (s) your character climbs up the ladder. {F21741}
