Currently underwater combat is completely ruined by the transition from surface to underwater. If the camera is between that, you can see underwater and got a perfect view of what you see hundreds of meters away. This completely kills underwater combat and makes it uninteresting.

Go into water, stay at the surface and get the camera just between the transition. This works both in first and third person
