V-Sync causes laggy performance

Description

When V-Sync is enabled, performance becomes laggy while frame rates dont necessarily drop very low. Framerate smooth with ultra settings until V-Sync is enabled. Have EXACTLY same issue with Crysis 3. Nvidia GTX680, driver 320.18 but issue present on earlier drivers too. DX11.

Mass closing ancient tickets with no activity for > 12 months; assume fixed or too trivial.
