AI Pilot Will Not Fly Empty Helicopter

Description

This needs to be checked for vehicles in general. When ordering an AI non-playable (or playable) Pilot to get into an Empty, non-playable Helicopter via waypoints and GetInNearest, the next waypoint is a Move waypoint, but the AI Pilot does not start the aircraft or make any attempt to fly to the Move waypoint.

I have confirmed that this bug exists only for air vehicles. Ground vehicles work as expected (AI can get out, get in, start engine and move to waypoint(s) as directed).

Please add a mission file for us to reproduce this issue.
