Unable to ban a trouble maker

Description

Today I was setting up my new dedicated server and have been unable to find the ban option only kick. I Have searched for this before posting and found nothing. I even tried #exec ban ID and it was still to no avail. Is this a bug or is it a serverside config that needs fixed?

Mass closing ancient tickets with no activity for > 12 months; assume fixed or too trivial.

If this issue is still relevant in current dev build, please re-post.
