A copilot/gunner who has taken controls of a helicopter, cannot deploy flares.

Description

Gunners/copilots don't have the ability to deploy flares when controlling the helicopter, and I'm sure that in real life both the pilot/copilot or pilot/gunner positions have similar flight controls and flare control.

In real life the crew chief and gunner also have the ability to deploy chaff/flare.
