Bring back Dynamic unit spawning module

Description

For people that don't like using external scripting, it was really nice to have the module for creating dynamic group spawns of infantry. I read that it was "unsustainable," but I would really like this to be a feature in the full release. With it, I was able to create missions with tons of replay-ability as every time was a little different, and I never had to mess with stuff outside of the editor.

A soft solution would be having the Probability of Presence available for groups when you place them, but I don't know how to edit that after their placed, or even how that would work. Using probability of presence per unit can lead to unorthodox group sizes, where I would much rather have a full group, large group, or no group spawn at a particular location.

Mass closing ancient tickets with no activity for > 12 months; assume fixed or too trivial.
