Can't tab out of the game without other windows open

Description

Unless I'm completely mistaken it is currently impossible to Alt+Tab out of ARMA3 to the desktop unless you have other background windows already open.
I would like to be able to tab out regardless.

Many of my programs minimize to tray while playing so I can't tab out when I want to change volume, check time or anything such.

Close all windows, start game, ctrl+tab and it won't work.
