Add AI Command - Expected contact range

Description

set AI "expected contact range" ie order AI to focus on things < 50m away, 50 < 100m,

100 < 200m and so on. would function much like the alert status (safe, aware, danger).
decreases AI reaaction time to targets in the given range and increases AI reaction
time to mtargets outside the given range.

Mass closing ancient tickets with no activity for > 12 months; assume fixed or too trivial.
