Well the whole request is pretty much in the title:

Please add a "Civilian Occupation" sites module that will have military personnel garrison civilian areas.

Currently there is no way to easily get military personnel to man civilian buildings. For some reason this includes the "military office" building.

Perhaps also/instead a "Full Occupation" module meaning they will garrison buildings in the radius whether they're civilian or military.
