From the sounds of it, the Beta won't be getting as large of an update as it should, for the reason that BIS wants to focus on certain aspects of the game. I think that you should at least try making a larger update as long as the content is playable for the Dev build; there will be quite a few people willing to spend time providing feedback and at the same time you'll make your player base happier.
