Allow "lightIsOn" command to be used with vehicles

Description

There is no way to check if the vehicle has lights turned on or off right now. The "lightIsOn" command works only for streetlamps (odd considering the name of the command). Please make it work with vehicles as well.

Mass closing ancient tickets with no activity for > 12 months; assume fixed or too trivial.
