See steps to reproduce the issue.

Seems like it only affects offroad vehicles (tested others are fine) and there is some magic with that 30 km/h (or 10 km/h) number. In any case, all vehicles seems to "glide" way too well with their engine turned off. They don't loose enough momentum and should be tweaked.

Steps To Reproduce

Spawn an offroad in the airport on the runway (for the level ground).
Drive the vehicle slightly over 30+ km speed and turn off your engine.
The vehicle will loose some momentum until 30 kmph mark and will drive at constant speed indefinitely! :)
