Make JIP possible for missions which have respawn disabled/seagull or similiar

Currently when the respawn mode is set to something different than "BASE"/3, players who try to join in progress always spawn as a seagull or something similiar, meaning: It's not possible to have a large-scaled event with no base respawn enabled, since people with a connection loss can't rejoin anymore, they either spawn as a seagull or the slot is gone.
I understand the mechanics behind it, however I think this needs to change.

Mass closing ancient tickets with no activity for > 12 months; assume fixed or too trivial.
