I tested OPFOR riflemen (AT) against BLUFOR Hunter vehicles. They would not use the AT weapon but instead fired at the vehicle in a futile way with there rifle or machine gun.

I set the skill to highest and this was repeated several times. The OPFOR AI still would not use the AT weapon at all.
