Can't equip uniform items from backpack

Description

When you're in the inventory ingame, and you put a uniform item (vest, gear, etc.), you cant equip it on yourself. You can only equip it from the ground. This issue can be time consuming if the uniform you have on yourself does matter the gameplay.

The uniform must be in the backpack. If the uniform is in the uniform, then it can't work ;)

Please let us know in note section if you are still able to reproduce this issue in latest Development build.
