While in game, activate your night vision goggles on foot. There is no animation playing, it just magically activates and appears in front of your eyes.
For an example, check out COD: MW2. In that game, whenever the NVGs were activated or deactivated, an animation of the player grabbing the goggles and lowering/raising them were played.

its possible, arma have animation body filters, here just need animate right hand, nothing more, no mocap need here :), it take 20 minutes for all... but, wet pussy...
