Steps To Reproduce
1.) Start the editor.
2.) Place an OshKosh M-ATV on the map.
3.) Place three foot soldiers and link them to the M-ATV.
4.) Set the state of the soldiers as "Cargo".
5.) Start the map.
6.) You'll see that only one will spawn in the M-ATV. The other two will spawn outside.
