In multiplayer maps, weather changes occur based on time connected to server, rather than mission run time

Description

Forecasted weather changes occur based on time elapsed since joining a mission. For missions already in progress, this can result in players experiencing different weather depending on when they connected. For example, heavy fog at the start of a mission with a transition after 30 minutes to no fog can result, if a player joins after 1 hour, in the late joining player having full fog and almost no visibility, while everyone else has clear skies.

Steps To Reproduce

Create a mission with two playable units. Set weather to 100 fog initially, with change to 0 fog after 30 minutes.
Start the mission. After 30 minutes, have a buddy join.
Observe your buddies foggy world.
