Often times when I try to take items from a vehicle, I am unable to take them unless I take control of the vehicle, drive it a few feet, and then attempt to take the items again.

Find an untouched vehicle,
Open up vehicle storage,
Attempt to move an item into your inventory.

This doesn't happen every time, but it happens often enough to make it a bit of an annoyance.
