First of all my system specs:
CPU: AMD Phenom II X940 OC@3,5Ghz
GPU: HD4890 @GPU905/VRAM1005 Mhz
RAM: 4GB DDR2
I use this startup parameters:
-maxMem=4096 -cpuCount=4 -exThreads=7 -noFilePatching
My FPS NEVER go above 30 in the editor even with everything @LoW/disabled and I have the recommended CPU(+it's OCed to 3,5Ghz).
I will show u screenshots of the editor which show:
- GPU usage
- VRAM usage
- CPU-cores usage (all 4 cores sperate)
FPS and DXmode
and the Video-settings used to create the conditions in the Top Left corner of every image.
So GPU usage goes NEVER above 50% even with everything at Maxed GPU-using-GFXsettings (veryhigh or ultra) UNLESS u see almost NOTHING then u have 99% usage:

changing the GPU-using-GFX-settings almost has no impact on performance
but the GPU-usage sometimes is ranges from 0%! to 100%! while the CPU-usage almost is the same:

Whil changing CPU-heavy settings has a severe impact on the performance while the CPU-usage is almost the same again:

According to the Windows-Taskmanager the DDR2-RAM usage never goes above 600MB even with Textures and AF to High/Ultra + -maxMem4096 parameter
So the CPU-usage is almost the same all the time just has some peaks.
