Dev mode should be forced by auto-updates in server side and client.

Description

If people want a good game fixed up before official release we should find lots of issues as possible.

When I was on Dev mode the other day I can only see 20 servers in dev mode which i do not think that is enough when it comes to future issue reporting.

All clients and servers should opt in on dev mode.

I really want to see the whole community in on this trivial post rather then 20 servers looking for new bugs.

The two modes exist for a reason, and this will not change.
