AI do not fire upon hostile Civilians

Description

Even when the civilians (controlled by the player) kill 1 or 2 "enemy" AI. AI should immediately consider anyone who shoots friendlies as hostile. (Much like A2's civilians did in some campaign missions, though they were most likely attached to the inde/blufor sides)

1: Place Civilian AI, OPFOR AI squad
2: Give the civilian a weapon
3: Kill an OPFOR
4: Enjoy diplomatic immunity.

Can confirm only with opfor. Works fine with bluefor.

I think the presence of a non-friendly weapon out in the open should be considered a threat, too.
