When a backpack is spawned on the ground via the editor, you cannot pick it up and wear it, the only available option is to open it. Also, you cannot pick up or wear enemy fatigue clothing (For example "Fatigues (Hex)").

This is a big effect on the game because it does not allow you to equip the specific items you wish and/or you cannot use enemy's clothing to disguise yourself as one of them.
