Steps To Reproduce
I disabled the 1st, 2nd, then 3rd sea mine, went over the the vessel and saved my game, now evertime I load from that user save there is bubbles in the air. Revert to your user save and there should be bubbles.

Actually this should be moved up the priority, it happens whenever you save the game on Showcase Scuba and load from that user save. You dont even have to play through the showcase, just save it and load your user save.
