Firefights underwater are a three dimensional activity, yt it is currently impossible to hit a target directly above you. BIS should introduce the ability to roll via the Q and E keys. If you hold the Q key your character will roll to the left. That will allow you to fire on somebody to your right, if you hold the key longer you will be able to shoot somebody directly above you.
