When you press your gear key, and the menu is up, your weapon is lowered and unable to fire. Once the gear menu is dismissed, the gun is lowered and moving or left-clicking raises the weapon (as it did in arma 2).

However if you have a launcher out, left clicking to raise simply fires the rocket into the ground next to you. It is 100% reproducible.
