My specs are higher than 'recommended' on the steam page. I am running the game on a combination of "Low" and "Standard" settings, and 1000m view distance. I get 50-70 fps in a clean editor mission, with no ai, but 20 fps in all the showcases and every online server. I also get 20 fps when I add AI into the editor.

The game is not using more than 50% of my CPU at ANY POINT at all. And never more than 65% of my GPU.

My specs are as follows:
-AMD FX-6100 @3.6ghz
-GTX 560ti @ 900mhz
-8gb 1600mhz DDR3 memory
-Installed on 500gb HDD
