If you reload a gun with rounds still left in the magazine, it should add 1 extra round to the new reloaded magazine in the gun, to account for the round still left in the chamber from the previous magazine.
Seeing as there is no reason to switch magazine AND work the charging handle to get rid of the round still in the chamber.
