Issue Description:
The results of creativity in the Game Master mode are not saved in the file in the form in which they were created by the player. When loading a saved file, the game duplicates objects and adds objects that the Game Master did not install. This eats up the building budget and does not allow continuing creativity in the Game Master mode.

This significantly worsens the ability to play in the Game Master mode. I have attached a video.
